Cop Shoots Daughter Mistaken As Intruder

STRATFORD, Conn.

An off-duty New Haven police officer shot and critically wounded his 18-year-old daughter, apparently mistaking her for an intruder after she sneaked out of their Stratford home and re-entered through the basement.

Eric Scott, 41, on the New Haven force for nine years, has not been charged in the Tuesday shooting.

“Mr. Scott was under the impression his daughter had gone to bed for the night,” Stratford Capt. Thomas Rodia said. “He did not expect his daughter to be outside or down in the basement.”

Investigators said Tasha Scott left her home late Monday to meet a boyfriend. She triggered a backyard motion sensor light as she tried to enter through a basement door.

Awakened by the light, Eric Scott spotted someone moving in the basement bathroom, police said. He fired his department-issued pistol once, hitting the teen in the knee. The bullet traveled up her leg and lodged in her thigh area, police said.

Her father called 911, authorities said.

The teenager underwent surgery and was listed in critical but stable condition Wednesday morning.

Scott has been on leave since being struck by a truck while on duty in November. A telephone listing for him had been disconnected Wednesday morning, and a message left for him at the New Haven department was not immediately returned.

Sergeant charged with kicking and killing his police dog

MIAMI (AP) — A police sergeant was charged with kicking and killing his police dog during a training exercise last year, authorities said.

Sgt. Allen Cockfield surrendered to authorities Wednesday on charges of animal cruelty and killing a police dog. He posted a $6,000 bond, jail spokeswoman Janell Hall said.

The dog was a 4-year-old German Shepherd named Duke.

Cockfield will now be relieved of duty without pay. He had been on administrative duty with pay since the death last June.

Duke collapsed during a training exercise involving 10 other officers and their dogs, police said. They said no biting or attacking was involved.

Doug Hartman, Cockfield’s attorney, said his client is a 26-year veteran police officer and has been in the canine unit for 23 years.

“This dog lived with him. He raised this dog,” Hartman said. “He’s very upset.”

Rob Hickman, the vice president of the North American Police Work Dog Association, said this kind of case was rare.

“This is the first time I’ve ever heard of anything like that,” Hickman told The Miami Herald.

A 10-year veteran of the Chicago Police Department was arrested Saturday night and faces felony charges of aggravated battery after he allegedly attacked a 15-year-old high school student while off duty.The officer, who was assigned to the police Mass Transit Unit, was relieved of his powers when he was arrested after an alleged incident with a Juarez High School student, a release from the Office of Professional Standards said.

The officer, who was not identified, will appear in Bond Court today, the release said.

The officer’s teenage son was allegedly involved in a verbal altercation at school with the 15-year-old student on May 23. The off duty officer allegedly attacked the student at a location away from the school. The student suffered a broken jaw and bruises, the release said.

A day later, a complaint was filed with the OPS by a Chicago police sergeant after the incident was reported to police. On May 25, the case was referred to the Cook County State’s Attorney’s Office and the police department’s Internal Affairs Division. On May 26, the officer was arrested and felony charges approved, the release said.

Atlanta Chief Replaces Entire Narcotics Unit

ATLANTA, GEORGIA
Atlanta’s police chief announced more than 140 personnel changes in the department, including replacing the entire narcotics unit that was scandalized last fall by the shooting death of a 92-year-old woman during a drug raid.

The narcotics unit’s training standards also will be rewritten to adopt federal drug agency practices, and 14 investigators are being added this month, with the goal of a new staff of 30 by the end of the year, Police Chief Richard Pennington said.

A lieutenant with experience in the department’s office of professional standards, William Trivelpiece, will be taking over leadership of unit, he said.

“With new initiatives on the way to help restore confidence in the unit, we felt it important to start anew,” Pennington said.

The narcotics unit faced heavy criticism after the Nov. 21 shooting death of Kathryn Johnston. Three officers had burst into her home with a no-knock warrant based on false information that an informant had purchased drugs at the house.

In court papers released when state and federal charges were filed last month against the officers involved, prosecutors alleged that Atlanta narcotics officers repeatedly lied to judges to obtain search warrants, falsely claimed confidential informants purchased drugs and falsified warrants to meet goals set by police brass.

Two of the officers involved in the raid have pleaded guilty to manslaughter and other charges and are awaiting sentencing. Another officer still faces charges.

The remaining narcotics unit officers will be given other positions within the police department as part of the overhaul, spokesman James Polite said Wednesday. “Everyone is being replaced,” he said.

Overall, Pennington announced more than 140 police personnel changes Tuesday, including a number of key promotions, transfers and major changes in top leadership.

The leadership changes include swapping command of field operations and criminal investigations and appointing new heads of internal affairs and major crimes investigation.

The Atlanta Police Department has more than 2,300 officers and civilian employees in a city of 480,000.

Cop Confiscates Pot, Bakes Brownies

DEARBORN, Mich.

A police officer will avoid criminal charges despite admitting he took marijuana from criminal suspects and, with his wife, baked it into brownies.

The police department’s decision not to pursue a case against former Cpl. Edward Sanchez left a bad taste in the mouth of at least one city official, who vowed to investigate.

“If you’re a cop and you’re arresting people and you’re confiscating the marijuana and keeping it yourself, that’s bad. That’s real bad,” said City Councilman Doug Thomas.

Sanchez, who resigned last year from the department in this Detroit suburb, declined comment Wednesday to the Detroit Free Press. Police Cmdr. Jeff Geisinger did not return calls seeking comment.

The department’s investigation began with a 911 call from Sanchez’s home on April 21, 2006. On a 5-minute tape of the call, obtained by the Free Press, Sanchez told an emergency dispatcher he thought he and his wife were overdosing on marijuana. ROFL

“I think we’re dying,” he said. “We made brownies and I think we’re dead, I really do.”

Sanchez later told police investigators that his wife took the marijuana out of his police vehicle while he was sleeping. In a subsequent interview, he admitted he got the marijuana out of the car himself and put it in the brownie mix, police said.

His wife also was not charged.

Georgia Officer Killed in Gun Cleaning Accident By Another Officer

BOSTON, Ga.

A south Georgia police officer is dead in what is believed to be an accidental shooting by another officer.

Officer Al Suarez was pronounced dead at 7:19 p.m. Friday at the Archbold Memorial Hospital in Thomasville.

Suarez and a couple of other officers were at the police station when the shooting happened.

Thomas County Sheriff’s Captain John Richards says one officer was cleaning his weapon. He says after the officer cleaned it, he charged it and it went off.

Suarez was struck in the chest.

The name of the officer whose gun fired was not immediately released.

The shooting is being investigated by the Thomas County Sheriff’s Office and the Georgia Bureau of Investigation.

Suarez had previously served as police chief for the south Georgia town of Boston before surrendering the position. Before that, he had served as a jailer for the sheriff’s office.

Richards had known Suarez for more than 25 years. The two worked together at the Thomas County Correctional Institute as correctional officers.

The investigation into the shooting will continue, but Richards said preliminary findings indicate the shooting was an accident.

Florida Police Cadets Fired in Racial Probe

ST. PETERSBURG

Seven police cadets, two of them black, were fired last month amid an internal affairs investigation focusing on use of a racial slur, according to city police officials and two of the former cadets.St. Petersburg police spokesman Bill Proffitt said the cadets were fired because of allegations “generally categorized as ‘conduct unbecoming an employee.’” He declined to elaborate because the investigation still is under way.

One of the former cadets, Teresa Roman, who is Puerto Rican, said Monday one of the allegations was that a white recruit had called her the derogatory term because she had dated black men.

Another dismissed cadet, Nicholas Samuels, who is black, said he and another black recruit, Thaddeus Boston, were fired because Samuels acknowledged they used the word in a private conversation.

“It started when one [white] recruit was evidently passing around the n-word, saying the n-word,” said Samuels, 29, a former counselor. “One of the black cadets basically made a complaint, then from there it snowballed.”

The four white men who were fired are Dominico Cinelli, Michael Vignale, Michael Nardi and Nicholas Matthews. None could be reached for comment.

The St. Petersburg Police Department had accepted the seven as applicants, and it paid them salaries of about $630 a week as it prepared them for the 21-week police academy course at St. Petersburg College Allstate Center. The transgressions occurred at the St. Petersburg Police Department during that four to five week period, Proffitt said.

Roman said only one of the white male recruits initially was under investigation. That recruit frequently stared at the only three black cadets in the class of 29, complained they were late to class and made remarks to the effect he had stopped talking to his own sister when she had dated a black man, Roman said.

Boston complained, Roman said. The instructor reported the matter to the internal affairs division.

As recruit after recruit was interviewed by internal affairs detectives, the investigation snowballed, she said, with different factions of the class accusing other factions of inappropriate behavior.

Samuels said he acknowledged using the slur, too, to describe black people he grew up with in the Bronx.

Cadets are not entitled to the same contractual protections as police officers, Proffitt said.
